Yes, and there is also the European theme you could use - designed by Elke. Personally, I like that very much. Anyway, there is no 'universal' theme, you can use whatever works best in your country.

In Romania, we used wordpress and the Wikimedia Nederland theme. Be aware that you will also need a plugin for that theme (which sucked cos' we did not know that and the site just wouldn't work :P)
