I do not mean necessarily creating these categories in advance. What I mean is that if more than one photo of a monument X have been uploaded, it is an obvious candidate for creation of a category "Monument X". If we have say more than 5 pictures of a monument, and the category has not been yet created (do we have such cases?), the creation should be a high priority. If someone can compile the list of the monuments with 5 pictures and more without a separate category on Commons I volunteer to create the categories. I am not sure though whether it is easy to identify authomatically whether such category exists.
