At the international level, not being able to reach out to the user via email is not ideal. For example, we're discussing to get social media permission from all winners at the national levels, and if we can't reach out to them, that's sad. If they win, another level of complexity is added. This is a general remark, of course. :)

I suggest you leave a note on their talkpage and leave them the option to get in touch if they want to claim their prize.
If the rules don't already cover this situation it is an idea to specify how long you will keep the prize for if it is unclaimed.
