If you were using Internet Explorer, try another browser. We noticed this last year with one of our judges. Not sure if I reported it.
Tried Internet Explorer just now - it is not working while Google Chrome works just fine.

We have 2 jurors who reported that the tool shows only a small set of photo's and then repeats this set. 1 juror got stuck at 65%, the other at 15,2%. They both tried logging out and start over, but the problem still exists.
