Last year for NL we took the lenient approach, it must be uploaded to commons in september, so being on flickr before, we didn't care about.
Reason for this is that it motivated people to release their pictures already on flickr to a free license, something they might not have done when we were strict.
Also, do we have a robot for image transfers or is each country responsible for that?
I won't comment on the bot, but did you already thought about the flickr-group itself? The system we took was a tag mentioning the monument-id (rm=<id>), and of course released under a free licence. The group has been set moderated and the moderators checked on the free license, and the id being present, so the bot could just transfer all pictures. This worked quite well.
