Let me give an example.
I uploaded yesterday this file: http://commons.wikimedia.org/wiki/File:Middelburg_Lange_Noordstraat23.jpg
It is included in the categories on Commons which were automatically produced by the WLM template or by other templates present. All of them are hidden.

On top of that, when I was uploading the file, I added one more category: * Rijksmonumenten in Middelburg
(otherwise the file would be included in the default category Rijksmonumenten in the Netherlands). This category is not hidden and is included into a number of other categories, including Middelburg.
I know that the same monument has at least two other images, and I only know it because I uploaded them myself:

In my opinion, this justifies the creation of the category smth like Lange Nordstraat 23, Middelburg (or Rijksmonument 29175, which is the same), which I will create in October, once the uploading rush is over.
However, I have no idea whether anybody else uploaded images of the same building, because they would need to land in the same category. (It could also have happened that these images do not even have a monument ID template, but this is a different story whatsoever).
The question in my prospective was whether we have a tool which would able to tell me that (i) there are multiple images of RM 29175, located at Lange Noordstraat 23, Middelburg, and (ii) there is no category Lange Nordstraat 23, Middelburg or equivalent. I am not sure though such a tool could be created. May be (i) can be done by bot and (ii) then manually.
