Hey - I've done a quick run of this (including switching Romania):

It should be relatively trivial to edit this (by hand - don't use an SVG editor) in the "style" section at the top to add countries to either list by ISO 3166 2-letter country code. It's based off https://commons.wikimedia.org/wiki/File:World_homosexuality_laws.svg - all the hard work done by other people. :-)
