The risk is cybersquatting, i.e someone else registering the domain to put an ad page. For example, Wikimedia Foundation hosts Wikispecies in the species.wikimedia.org subdomain instead of wikispecies.org : you can see the result...
Maybe some money can be reserved in the international budget for the registration of domains in countries without a chapter or with a small one ? This shouldn't cost a huge amount of money.

Concerning "wikilovesmonuments.TLD" in the local team timeline: is such domain name obligatory? We don't have a chapter and we don't have sponsors yet. On the other hand, we have wikimedia.by domain and making the project in wlm.wikimedia.by would be fine.
