Lodewijk, from a local organizer's perspective, this can make it easier for Iran, since we don't have to invent things on our own. This can also make communications with other local organizers in the following years easier. The international team can encourage the use of one global category for these purposes. I'm curious what other's think.
I'm adding the Montage and WLX folks for their feedback. From the jury tool's perspective, I see at least two options: * The tools be able to exclude photos by category, the same way they can include photos by category. * Hardcoding one global category that the tools will use by default to exclude photos submitted as part of the contest.

Would it be helpful to create one category on an international level with excluded images (because of copyvio, or because the uploader is out-of-competition) so that the jury tools can directly draw upon that? You could put national out-of-competition categories immediately into that.

We exclude such pictures (made by jury members, orgs and their relatives (if disclosed)) and they do not even get to the jury to evaluate.
Usually we just give the usernames we want to exclude to Ilya, who removes the images smaller than 2Mpx and this kind of images at the preliminary stage.

In France, we extensively use categories like https://commons.wikimedia.org/wiki/Category:Out_of_competiti on_images_from_Wiki_Loves_Monuments_2016_in_France (for jury membres, chapter staffs, relatives, etc.) or https://commons.wikimedia.org/ wiki/Category:Obviously_ineligible_submissions_for_Wiki_Love s_Monuments_2016_in_France (no problem with the uploader but the photo represent an unidentified monument or an identified but not protected monument).
