That doesn't count the images posted to WLM-ES through flickr, which were uploaded to Wikimedia Commons later.
If we look at the upload graph: Poland (Orange) stopped on September 30^th , with a few more files, but Spain (red) still got contributions later, fastly reaching 3^rd position. At November 11th 2011, Poland had 17002 files and Spain 17991. Some of them wouldn't be eligible for WLM (eg. confused users adding WLM template after it closed), but many would. According to note 40 of that paper, 415 files were uploaded to WLM-ES flickr group on September but uploaded to Commons in October.
