I don't think you need database access for that. You (or anyone) can access it through the API, or even use the query option. See for more information https://commons.wikimedia.org/wiki/Commons:Monuments_database .

Hi, I'm looking for someone with access to monuments database. I need Polish monuments database exported to csv file tab separated to make detailed stats.
