We continue to analyze the Wikipedia traces. We are observing a strange phenomenon in recent traces. There has been a significant increase in the number of requests such as the following:
http://en.wikipedia.org/w/index.php?title=Special:NoticeLocal/anon&actio... http://meta.wikimedia.org/w/index.php?title=Special:NoticeLoader&action=...
The meta.wikimedia.org requests are so common that they are more frequent than requests to the German Wikipedia.
We would like to know what these requests represent. Can you help us with this?

At a glance, my first guess would be it's something to do with the site-wide notices that were used during the fundraiser.

And at mine first glance, it should be removed while there's no fundraising or other matter that requires a global site notice, to reduce server load and page load times.

The notice loader is the new system added for a global site notice which was designed to avoid the caching problems of the old approach. Now we no longer have to wait for all pages to expire for users to get an updated notice.
The requests are so frequent because every viewer of every project should load the object and cache it no more than an hour (so that notice updates are processed in a timely matter).
I must admit some concern about our disclosure of private data when the level of understanding of the data is low enough to cause questions like this.
