there's also a load of stuff at
http://meta.wikimedia.org/wiki/Statistics In short, yes, there's all
sorts of monitoring going on to see which machines are doing what and
how well.
As for being able to access some wikis and not others, I don't think
the servers are divided like that, so I'd say it must have been either
a) coincidence, b) some odd side-effect of different load on the
actual databases or c) some transitory problem with the settings that
meant some addresses were pointing to the wrong place or somesuch.
