'specialpages-group-*' Is already used to specify i18n for the header of
a group. I just didn't want to end up colliding a group name and a
specialpage name.
Ya, it's repetitive... Maybe even a little ugly since none of the
messages are ever set and so don't display as defaults on the MediaWiki:
pages... But when you consider it's purpose, I suppose it's ok.
The idea was just an override, albet a little ugly, meant to let someone
over somewhere like Wikipedia organize the special pages for us. Once
they did that, we could import that back into the $wgSpecialPageGroups.
And if all goes well, hopefully we can remove that non-feature before
1.13 is released. IMHO, it's not a necessary thing to have, nor a useful
feature. Just a method of outsourcing our special page issues to someone
with more organizational skills than technical skills.

Form is specialpages-specialpagegroup-$specialpage
Isn't that a bit repetitive? :)
Maybe something a little shorter like "specialpages-group-$name"...
