Let's try to establish strong standards of evidence here.
I feel the same. It always worries me to see people accused of being a
repeat account on what appears to be very circumstantial evidence. But
/are/ there any ways to improve this? Presumably ISPs could give exact
identities - but I guess they are difficult (and maybe expensive?) to
persuade to help in IDing problem users.
So what other options are there?
In New Zealand at least nothing short of a police request or warrant will
persuade the ISP's to divulge such information - we have strong Privacy
laws.

Imho, when ban are really necessary, they must be short in time and well
targeted.
I think range IP bans are really unfair.
If ban many IP is fastidious, we can try to make easer for admin to ban a
IP.
The intent is:
- Protect the Wikipedias against vandals
- Don't bother innocent editor
- Give a new chance to a banned IP
- Make easy the ban of vandals even if they use many IPs
We can also create an auto-un-ban system that automatically un-ban IP after
a while (24 hours is enough in my point of view).
Instead, I don't understand why admin can't ban logged user!?
What to do if a logged vandal attack our favourite Wikipedia???
Pray for our gods (Brion, etc.) are not sleeping is the only way I actually
see ;o)
