Well, I don't know about other people, but if the article is so crap
that even the header nesting is broken, there's probably going to be a
plethora of other things equally horribly wrong with it that make it
unlikely that I would want to print that article.
Of course, you are perfectly entitled to submit a patch to make your
favourite change to the numbering system, but I'm pretty sure that the
majority of editors on Wikipedia will continue to enforce proper header
nesting, no matter what system you choose.
