In the wiki text, yes. In the HTML output, even the introductory lead-in
has a header -- the article title! ;-) That is also why we don't want to
use =Header= (i.e. <h1>) even though the software allows it: The article
title is already formatted as <h1>, and any section belonging to the
article should be nested inside it.
