This feature does not take anything away, so making it "optional"
doesn't make any sense. That's like saying "please could you make the
wiki syntax for bold text optional?" - you don't have to use it. You can
remove the highlighting using CSS.

Set $wgUseRCPatrol = false; in LocalSettings.php to disable this feature.
