So pick a random member off the first page instead. Or from the
second sometimes. Or the tenth. You don't need a built-in system to
do that, just pick one. There are probably only going to be like ten
people who actually do this on a regular basis, even on enwiki,
however much encouragement is provided, and it's not like it usually
takes that long to do cleanup, so conflicts are unlikely even if you
just pick the first article off the first page.
