Then I get: Error: Error fetching Parsoid result: http://parsoid-lb.eqiad.wikimedia.org/he/ASCII

So is the --title option for the collection title of for the input
article
title?
It's for the title of the book generated by the bundler. The title of the article you wish to render should just follow all the other options. So...
node bin/mw-ocg-bundler -o bundle.zip --prefix he "ASCII"
Or...
