The other thing to remember is that you are welcoming people, not
computers. The personal touch helps to make people feel involved.
Commenting in a friendly and positive way about something in one of
their edits goes a lot further than an automated list of links to rules.

wikipedias, there are a lot of account creations that make no edit (why do
they create those account is a mistery :s). So you probably prefer welcome
people that has made at least one edit.
