Not really. Well, at least not on Wikipedia. I'm finding it hard to
imagine a case where an improperly nested header would be appropriate,
but there might be one on a project that I'm unfamiliar with.
The systems you have proposed certainly have their merits over the
existing system, but of course none of them fix the _underlying_ issue,
which is the improperly nested headers. :-) The way you have presented
them they may look nice, but now if you take into account the font sizes
of the headers and the indentation in the TOC, you will still have a
problem.
Please feel free to implement your favourite alternative, and submit a
patch to MediaZilla. Nevertheless, I -- and I'm sure most others -- will
continue to make sure that headers on Wikipedia are nested properly. :-)
