The quoted rules are Brion's revision of Chris Wood's original. Brion changed exactly 4 words; he made every "major" into "minor," and vice-versa. Then, according to Chris' rules this version is a "minor" edit of Chris' original - despite the fact that it say the exact opposite of Chris' rules. Brion - you have yet to respond to everybodys' answers.

As Timwi said, perhaps "minor" should be renamed to "trivial" in any case, in which case maybe this could work?
Or perhaps just a "min-diff" thing as Erik suggested.
