Congratulations, you all win a cookie!
Seriously though, while it's very tempting to try to use a technical
solution on things like this it, unfortunately, isn't a technically
tractable problem. Small textual changes can have huge significance
(including really bad vandalism) while small changes of meaning can
appear very large to the computer (for instance moving a couple
paragraphs around).
The minor edit checkbox isn't an iron-clad guarantee; it's just a "hint"
to other contributors, the machine-readable equivalent of putting
"spelling fix" or "formatting fix" or such in the edit summary.
It's
unfortunate I think that many people take it _very very seriously_, and
I don't know why they do.
