No need, there's already a $wgExtraNamespaces variable. Do you have server
access? If so, you just need to edit InitialiseSettings.php, you can take
the help namespace additions for meta as an example.
He can add the namespace using InitialiseSettings.php, but this won't help
his case of special treatment of these pages except for not counting as
articles. No special handling in sorting, no list of portals, etc.
