That is not using it semantically, that is pulling a spurious case out
of your sleeve for the purpose of demonstrating a point.
The "quick explanations" obviously belong under "Sub-header 1" or
"Sub-header 2" depending on which of the two they are quick
explanations of.
The solution to this problem should be independent of what people use
the headers for. In Wiktionary the heading levels vary with circumstances.
