They probably could, actually. :) Domas is the one who's keeping
things at 4.0, and he has a branch set up that he ports fixes and
improvements into as necessary:

It works fine, so there's no pressing reason to move. Most of the
significant features added in subsequent versions are half-baked and
not usable on a site as large as Wikipedia anyway. Last I heard,
Domas was considering upgrading for some InnoDB scalability
improvements, and had a slave running MySQL 5, but I don't know what
came of that.
