Thanks. It turns out (something I discovered through a series of odd coincidences) that
TextUI/Command.php used to execute PHPUnit_TextUI_Command::main at the bottom. This was
removed some time ago so the PHPUnit_TextUI_Command class could be extended (by including
the file for that purpose).

The code that starts the tests is in
PHPUnit (which is required to run
these tests) and is triggered by the line "require(
'PHPUnit/TextUI/
Command.php' );" in run-tests.php.
