Backwards logic. The 'problem' you assign to the templates is actually the
absence of the feature in MediaWiki. The template is not the problem, but
rather a solution to it. If the 'TOCright' template is at some point
deemed vital (which seems unlikely - I worked on it and I know it is not
extensively used) then it'll be built into MediaWiki.
You did touch it once, a few days ago.
By "not extensively used" you mean the fact that it is mandated for
disambiguation pages and the like, but currently only in a couple of
thousand pages, then I'd agree it's not "vital". But it is handy....
