You can easily test 99.9% of the cases when something is not zh-tw:
$ echo 导航|iconv -t big5
iconv: illegal input sequence at position 0

S> What do you expect it to show up as?

$ echo 导航|iconv -t gb2312|iconv -f gb2312 -t big5|iconv -f big5
導航
