I see no practical use in it except for Chinese. What sense makes a localized
UI if the article itself is in a different language?

I see a problem with the cached pages. We will need to
have a cache for each
language.
That's true, but might be solved by having a two-layer cache. First one
renders the actual article and the second renders the UI.
