I would say yes. __STATICREDIRECT__ is for a page that should never
be updated, regardless of what DoubleRedirectJob thinks. The checkbox
allows you to not update redirects for a particular move, if you have some
(god knows why) reason for wanting to leave double redirects in place.
The former affects one page, the latter affects all redirects affected by a
page move.
