It is only the article namespace. As the stats page says "only article edits are counted, not edits on discussion pages, etc". [[Wikipedia:List of Wikipedians by number of edits]] confirms this; "Note that this list counts ONLY main namespace edits. It does not count talk:, Wikipedia: and similar namespaces."
Ram-Man used to provide statistics on the total number of edits people but that hasn't been updated since last July (http://en.wikipedia.org/w/wiki.phtml?title=Wikipedia:List_of_Wikipedians_by_...).
