Also, the locations of extensions should be stable. If the repos start moving around as extensions move up and down the ladder it will cause confusion.

I'm wary about giving such classifications too much weight given that they're inherently subjective.
Remember how many completely private wikis there are, which don't disclose which extensions they run.
