From what I can see the link it (and many other) in the home page of
static.wikipedia.org are not working (are not pointing to an existing
file).
The directory /downloads/2008-02 (that is
http://static.wikipedia.org/downloads/2008-02/ ) has only the first
part of subdirectory: only the subdirectory before eml. All the
subdirectory after eml are not present.
The same for the directory /downloads/August_2007 (that is
http://static.wikipedia.org/downloads/August_2007/ )
We have a new server for the static HTML dumps which should be set up and
generating new dumps within a week. If you want one right now, you'll have
to go back to April 2007.
