I would just like to point out that the present interpretation of
policy--at least on the English Wikipedia--is that all gateways and open
and anonymous proxies are to be hardblocked; that is, blocked such that
anonymous editing, editing with an account, and anonymous editing is
disabled. This is being done not only for TOR, but for Google Web
Accelerator and similar services. While this is not my preference, and
while many are opposed to this policy, it is what is presently being done.
