The software is in the spirit of preserving the values of Wikipedia, we
do not have adds, are not planning to make money etc. If I do get
blocked from over use (I don't expect over 100 page searches a day)
with the Gateway, what would I do to have the IP unblocked?

Public gateways need to obey the license. If your gateway is not adding
any ads and provides extra value (e.g. page optimization for small
displays), it will probably be fine.
If the only purpose of your gateway is search engine optimization or the
pages are full of adds, and the license text is red on a red background,
your site will likely be blocked.
