It looks like you've got a really old version of PHP (prior to 4.2.0),
where fgets has two required paramaters instead of one required and one
optional. The wiki might not even run on that old a PHP... if you can't
upgrade, try changing the line in install.php:
$line = trim( fgets( $fp ) );
to:
$line = trim( fgets( $fp, 1024 ) );
and similarly fix up any other problems you have.
