Hoi,
The idea of codes is to be as explicit as you can be.The code zh is ambigous
because it is not certain what is meant. It can and does include Yue,
Min-nan and Mandarin, it also includes the different scripts like Hant and
Hans.
Using zh is an absolute disaster when you know better. We do.

work for all extensions using $wgExtensionMessagesFiles, which is true for
BoardVote.
