just recently we were able to create accounts on slz:wiki that are SUL
accounts by persons that are not the ones to create them. One of
wikipedians was able to create account that do not belog to him and
should be under SUL protection i.e. account Maire on szl:wiki. Maire is
an pl.wiki admin so the account should e protected.

Cannot reproduce. Just tried creating a new account on cs.wikinews with
User:KTC which is a partially unified name. Got the correct error of
"Login error: Cannot create account: the requested username is already
taken in the unified login system"
