That breaks backwards compatibility and reduces range of
allowed options for no good reason.
Wikitexts generally end up being rendered /within/ HTML pages,
and HTML has a limit of six levels anyway, so it seemed safe.
But I'm not married to it. Are there really Wiki pages that
use all six? I'd be surprized if any really needed even five.
