Too much work IMO.
I think the easiest solution is to just tweak the make-release
script to exclude the tests directory (wherever we end up
putting it).
One can even imagine that some subset of tests might be performed after
the completion of installation, to verify it.
As for rare languages, text messages have good compression ratio, the
distribution may originally have rare language file compressed with gzip
and unpacking it on demand, when there is first attempt to load this
particular language.
