The first link is a Latin repository, which has recently been mentioned in a copyright OTRS issue on Latin Wikisource.

You'll want to check out Brepols Corpus Christianorum, which at least has some of the Latin authors available on CDRom.
Chadwick-Healey used to have individual subscriptions to the PLG and PLL, though not cheap: many of the volumes have now been scanned into Google Books, but not all.
