It would be useful IMHO if a tool could notify (by a scriptorium message?) to all projects using an image pending deletion into Commons, and mentioning the Magnus tool to upload it locally if needed. I imagine that such tool could be completely automatized.

A "nomination" for deletion does not necessarily lead to deletion, so it
might be premature to make a dozen copies of a file at that stage.
Fully automated is technically possible, but depending on the reason (image might really not usable on any Wikipedia) and the target Wikis (en.wp has fair use; de.wp has not), copying files might cause more problems than it solves. IMHO leaving these decisions to the admins, to be taken just prior to deletion, also has a "due diligence" aspect to it.
