I found a website with public domain sheet music [1]. Gutenberg have also some sheet music [2]
Do we have a project for sheet music ? Is it for Commons or Wikisource ? [3] Can we use them ? The webmaster choose a non free license... If yes, how ? With DjVu ?
I also found two interesting websites for Wikisource [4]

I think Sheet music is clearly within the scope of Wikisource. However we do not currently have the ability to display sheet music outside on images. The is a WikiTex extention that would allow the creation of sheet music. Hopefully the developers will finish working on this soon

Sheet music is welcome at Commons if it is welcome at Wikisource. Masses of random sheet music that no one else wants to claim, not so much. And DjVu is an accepted file format
