FWIW, my opinion is, if its primary language, or even one of its primary languages, is English, post it to the English wikisource. But that's just my opinion. Reason: English wikisource is likely to get more readers.

There was also the idea of enabling mul.wikisource.org for such cases https://bugzilla.wikimedia.org/show_bug.cgi?id=62717
Does it take much effort to create?

The title pages and explanations are given in English, so the English Wikisource is the natural place. Since each volume/part has its own pagination, it makes sense to make each volume/part one Djvu/Pdf file and Index page.
