What about Bub upload tool (http://tools.wmflabs.org/bub/index)? It seems unmanteined, since it accepts new upoload requests but it does'n run the uploads; there's no message to warn users about its stop.

The tool was mostly broken by some Labs changes (which some people have helped with a bit). Last time I checked, the books were downloaded, but the "upload checker" failed.
I may try restarting stuff once again in the weekend to see if the dependencies now work.
