I've checked a few versions of the press release circulated in Belgium and there's no clear statement on how the city/library will make the scans available, only a generic mention of the books being added to its online catalogue. If someone finds the original press release, please share the link. I couldn't find anything on https://www.consciencebibliotheek.be/ nor https://www.antwerpen.be/ .
