Just to let you know I was on a Dublin radio show last year talking about Wikipedia (WM-UK were the closest contact listed) - they seemed to have a very positive impression of Wikipedia.
We have talked about setting up a branch in Northern Ireland if/when we get a significant number of members there and would be great to cooperate on things. There are plenty of North-South funds available, particularly for language support and would be fantastic to put in for these to support Irish language Wikimedia projects.

As it happens, the Wikimedia UK board (which includes Andrew and me) has been meeting as this thread has been going on. We added a short discussion about Ireland to the agenda and we all agreed that we would like to help if we can. We can provide funds for some activities like those Conor mentions and we can also provide advice. Given the various connections between the UK and Ireland, we think it makes sense for us to take an proactive role in helping an Irish chapter get started, if that help would be appreciated.
On a personal note, I'd be interested in attending a meetup in Ireland (I agree with Cary that meetups are a good first step towards a chapter), just because meetups are good fun. I could provide some advice to people interested in forming a chapter while there.
