Pour WLA cette année, nous aimerions proposer quelque chose de
légèrement différent, à savoir la possibilité de soumettre des photos
essais.
Et j'aimerais avoir votre avis (voire votre contribution dans le futur)

L'idée n'est pas forcément de s'adresser au "grand public" avec une
sollicitation tout azimut, mais plutôt d'avoir une proposition
légèrement différente destinée aux groupes de photographes pro ou
amateurs éclairés.
Le concept est de type "pilote" (=nous serons ravies d'avoir 2-3
photos-essais de qualité, afin de pouvoir documenter le process)
En fait... les raisons pour lesquelles nous souhaitons explorer cette
option est triple
1. Certains UserGroups sont en rapport avec des associations de
photographes et veulent trouver un moyen de les "motiver" et les
impliquer durablement.
D'où l'idée de proposer aux associations de photographes de faire un
photo-essai plutôt que fournir des images indépendantes les unes des
autres. La proposition est qu'éventuellement ce photo essai se fasse à
plusieurs... (plutôt que par un seul photographe comme cela se fait
habituellement).
Auquel cas, le UserGroup peut contacter l'association des photographes
et "animer" la discussion afin de décider du thème et du narratif du
photo-essai.
Alternativement, le UserGroup peut contacter des photographes qu'il
connait et leur proposer de réaliser un photo-essai dans le cadre du
concours à titre individuel mais avec l'aide de membres du UserGroup.
2. Il apparait clair que le premier problème en Afrique actuellement
n'est même pas tant le fait d'un faible nombre de contributeurs... mais
simplement le fait que les projets Wikimedia ne sont pas assez connus.
Et passer par la presse traditionnelle pour faire la promotion des
projets... est difficile (et payant)
Il faut donc trouver d'autres pratiques (mini videos, diaporama, buzz
sur les RS) pour augmenter la visibilité de nos projets. Dans ce cadre
là... la réalisation d'un photo-essai sur un thème un peu porteur...
parait une approche intéressante.
Un photo-essai peut être relayé sur les blogs et peut-être l'objet
d'exposition photos (à Wikimania à Cap Town en 2018) ou ailleurs. Par
exemple, cet été, l'Unesco a affiché des photos sur les murs de ces
bâtiments côté rue à Paris... l'une d'entre elles était une photo WLA 2014.
Un photo-essai avec une légende décente, voir un narratif qui communique
des infos intéressantes... peut intéresser d'autres partenaires
possibles pour des expositions (dans les locaux d'Orange, à l'IF ou
Alliance Française, Goethe Institute etc. On commence à avoir pas mal
d'entrées dans ces structures... assez pour envisager des expos)
(bien sûr, les photos seraient aussi sur Commons pour les usages habituels)
3. Les thèmes.
Le thème WLA de cette année est "Les gens au travail".
Nous proposons deux sous-thèmes possibles.
* les *"femmes au travail"*... super porteur ;)
* les "Threatened Traditional Craft, Styles or Ways of Working"... parce
que ...l'Unesco s'intéresse au sujet et peut nous aider à promouvoir et
éventuellement exposer.

A voir. Moi j'ai plusieurs idées à l'esprit potentiellement
1. Page Commons directement (si c'est accepté côté commonists). Une page
par photo essai. Pour tous les essais produits. Peut-être en sous page
du concours, du type Wiki Loves Africa 2017/Photo-essai/Femmes en
Agriculture au Zimbabwe
Tu penses que c'est ok ?
2. Si le thème est en rapport avec les femmes, définitivement sur le
site http://www.wikiloveswomen.org/
Par exemple dans cette zone là :

(ou zone à définir selon situation)
3. Sur le blog de la Wikimedia Foundation, section community.
A mon avis... l'équipe com sera partante si l'essai est bon. Mais je ne
leur ai pas demandé.
4. L'association qui hébergeait WLA les 2 premières années... refuse de
nous donner le nom de domaine de http://www.wikilovesafrica.org. Et ne
nous donne pas accès non plus au contenu. Ca fait plus d'un an qu'on
essaye de le récupérer, sans succès. Aujourd'hui, le site ne fonctionne
même plus. C'est très très très agaçant.
Pendant un moment, on a déplacé le site d'origine sous wikilovesafrica.net.
Et puis comme la mise à jour était longue et pénible et que sommes
toutes, le nombre de visiteurs ne valait pas trop le coup... pour
l'instant, on a redirigé le site vers la page d'accueil Commons.

We write to congratulate all our members for our participation at the
official signing of MOU for media partnership with WFM91.7, the station
for women and their family.
The project also seek to create more awareness about wikipedia through a
weekly radio broadcast.
See the press release below:
Wikimedia Nigeria ( WUGN) an affiliate of Wikimedia Foundation, san
francisco, US and Wfm91.7 the radio station for women and their family are
partnering to give visibility to Nigerian women. The signing of the
memorandum of understanding took place at the radio official Headquarter
on the 23rd of August 2017 . The partnership is the first of its kind in
Africa.
The signing of the MOU was witnessed by Olaniyan Olushola the President of
WUGN and Toun Sonaiya, the CEO of WFM91.7. Also in attendance is
Ayokanmi Oyeyemi the director of media and communication, WUGN and some
other members of the community. Also from the side of WFM91.7, were: Nike
Fabiyi , the manager in charge of sales and other members of the station
As part of the partnership is a project tagged Wiki Loves Women. The
project project was conceptualised by Isla haddow and Florence Anthere in
the year 2015 to give visibility to African women on wikipedia. Being a
pan African initiative the project started In four African country namely
Nigeria, Ghana, CIV and Cameroon.
In the word of Mr. Olaniyan Olushola, the project seek to encourage the
contribution of quality information on African women to be published on,
and made widely available via, Wikipedia.
We also seek wish to use the project to correct gender inequalities on
wikipedia, the world largest encylopedia, with statics showing 16.% of
women biography profiled on the platform in contrast to their male
counterpart. We plan to engage female students from our various tertiary
institutions across the country on how they can create content on wikipedia
so as to increase our local contents on the platform and also to create
awareness for Wikipedia in Nigeria.
Toun said, WFM91.7 as an organizarion is excited to see the birth of this
partnership because it is a confirmation of the station unalloyed
commitment to promote Nigerian women.
As part of the agreement, Iyalode Alaba Lawson. the first female
President of Nigerian Chamber of Commerce and indurstry was unanimously
selected to be the face of the project in Nigeria. This is to recognise
her doggedness as a unique force in the promotion of numerous women
projects in Nigeria.
The project is poised to create awareness for Wikipedia in Nigeria. The
launching of this project will address the outcome of global outreach
survey conducted in 7 countries where internet is widely used across the
globe. Nigeria was selected in Africa as a sample country. Result shows
that only 27% Nigerians are aware of Wikipedia. And among this population
47% are students. Hence the need to focus on this group.

Overall evaluation: 1 (weak accept)

It is an interesting work with valid assumption and its proposed ideas also in line with the expectation of the event. Overall, I think, this paper is interesting and has good contribution to this topic. However, the authors are advised to have the following points on their revised version:
-Please elaborate in details about the proposed approach with more focusing on the relations between its components, as they are the core of the solution and need more justification of why to use them.
-Overall technical exposition must be strengthened with more concrete examples.
-The authors are urged to summarize and list the key observations from the paper.
-The paper is readable but a language improvement using a native speaker is recommended.
-Some minor editorial issue, like enhancing the plots quality, the equations, etc...
-Many reference are with *incomplete* bibliographic information (like lack of publication venue, for instance). This must be corrected.
In summery, it a well prepared paper.

The paper technical content is very marginal, the paper has many language and editorial issue,
a better results presentation and figs quality are needed. i guess the paper is not ready for publication yet.
Other issues to be considered too:
- The paper lacks clarity in motivating the proposed research and in stating its expected outcome
- the review of the state of the art lacks an analysis of the existing work and the positioning of the research in the state of the art
- The methodology is too general and does not convincingly show the feasibility of the proposed approach
- the research lacks a concrete illustration on a case study.
recommendation to the authors
- to clearly state the objective of the research in terms of problems to address and expected results and show how the proposed research will advance the state of the art by
overcoming the limitations of the existing work
- to preset an analysis of the state of the art and discuss the benefits/limitations of the existing approaches with respect to the addressed research problem
- to be more precise in the description of the methodology and show how the methodology would achieve the stated objectives
- to discuss the future plans with respect to the research state of progress and its limitations
There is serious issue with many editorials in the paper that need to be fixed, many of the figs are fuzzy and need to be reconsidered again.

TITLE: Using WikiData to create a multi-lingual multi-dialectal dictionary for Arabic dialects

It is an interesting work with valid assumption and its proposed ideas also in line with the expectation of the event. Overall, I think, this paper is interesting and has good contribution to this topic. However, the authors are advised to have the following points on their revised version:
-Please elaborate in details about the proposed approach with more focusing on the relations between its components, as they are the core of the solution and need more justification of why to use them.
-Overall technical exposition must be strengthened with more concrete examples.
-The authors are urged to summarize and list the key observations from the paper.
-The paper is readable but a language improvement using a native speaker is recommended.
-Some minor editorial issue, like enhancing the plots quality, the equations, etc...
-Many reference are with *incomplete* bibliographic information (like lack of publication venue, for instance). This must be corrected.
In summery, it a well prepared paper.

The paper technical content is very marginal, the paper has many language and editorial issue,
a better results presentation and figs quality are needed. i guess the paper is not ready for publication yet.
Other issues to be considered too:
- The paper lacks clarity in motivating the proposed research and in stating its expected outcome
- the review of the state of the art lacks an analysis of the existing work and the positioning of the research in the state of the art
- The methodology is too general and does not convincingly show the feasibility of the proposed approach
- the research lacks a concrete illustration on a case study.
recommendation to the authors
- to clearly state the objective of the research in terms of problems to address and expected results and show how the proposed research will advance the state of the art by
overcoming the limitations of the existing work
- to preset an analysis of the state of the art and discuss the benefits/limitations of the existing approaches with respect to the addressed research problem
- to be more precise in the description of the methodology and show how the methodology would achieve the stated objectives
- to discuss the future plans with respect to the research state of progress and its limitations
There is serious issue with many editorials in the paper that need to be fixed, many of the figs are fuzzy and need to be reconsidered again.

This letter consists of the feedback collected from participants on two
sets of questions (explained further in the letter). The organizers of
Indaba analysed this data on behalf of the African conference participants.

I was accepted several days ago to present my paper about using Wikidata in Arabic Natural Language Processing in AICCSA. AICCSA is an ERA C Class international conference that is attended by hundreds of researchers each year. As I cannot pay the registration and accomodation fees for the conference, I applied for a rapid grant from Wikimedia Foundation.
